Italy Decreto Flussi Clickday for non-seasonal subordinate workers also in the family and socio-healthcare sectors

Decreto Flussi 2024 second application submission phase starts for the nonseasonal subordinate workers also in the family and socio-healthcare sectors. From 21 March 2024, the final application submission portal can be accessed at the Italian Interior Ministry website.

The application portal can only be accessed through SPID. This ID can be created on the SPID official portal.

The first round of non-seasonal subordinate workers‘ application submissions has already started on 18 March 2024.

A total of 61,250 foreign citizens will be able to enjoy the quota in 2024. For sectors of family and socio-healthcare, a total of 9,500 workers can apply for a work visa.

For the nonseasonal visa stream, currently, the countries with which agreements on migration have been signed are: Albania, Algeria, Bangladesh, Bosnia Herzegovina, South Korea, Ivory Coast, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Georgia, Ghana, Japan, Jordan, Guatemala, India, Kyrgyzstan, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Peru, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine. A total of 25,000 quotas have been set aside for the citizens of these countries.

A total of 20,000 quotas have also been set aside for the nationals of those countries with whom the Italian Government is going to have cooperation agreements. An example of this is:

  • on 20 November the Memorandum of Understanding between Italy and Tunisia came into force by which a quota of 4,000 entries for non-seasonal subordinate work will be reserved for Tunisian workers.
  • Italy will give 10,000 extra work visas under the Decreto Flussi 2024 program to Indians starting from 1 April 2024. There will be 6,000 work visas under nonseasonal whereas 4,000 are seasonal categories.

Non-Seasonal Workers Occupations

Following are the main sectors from which the non-seasonal subordinate workers will be selected:

  • road haulage of goods on behalf of third parties and passenger transport by bus,
  • mechanics,
  • telecommunications,
  • shipbuilding,
  • hairdressers,
  • electricians,
  • plumbers,
  • family and socio-health assistance. 

The application process for the Italian Work Visa

The Italy non-seasonal subordinate worker visa functions as under:

  • You’ll need a valid employment contract from an Italian company,
  • your employer needs to apply for a “Nulla Osta” (work permit authorization) with the Italian immigration authorities in Italy,
  • once the Nulla Osta is obtained (for in-quota) or your category allows direct application, you can submit your visa application to the Italian embassy or consulate in your home country,
  • determine your visa category,
  • gather documents, this will typically include a completed application form, passport photos, and passport with validity beyond your stay, proof of health insurance, proof of financial means, and any additional documents specific to your visa category,
  • in some cases, you might be required to attend an interview at the embassy or consulate,
  • allow for processing time, which can vary depending on the workload and your specific situation,
  • Visa Collection: Once your visa is approved, you can collect it from the embassy or consulate.

The Italian work visa process generally works under the Decreto Flussi stream. This program this time has been designed from 2023 to 2025 with a total quota of 452,000 for three years. 136,000 was for 2023, 151,000 for 2024, and 165,000 for 2025. In this way, the Italian government will be able to better manage the labor shortage as well as visa conversions.

Italy will also open the official portal for the seasonal workers’ application submission on 25 March 2024.
