Italy Opens Clickdays for Non Seasonal and Domestic Care Workers under Decreto Flussi 2026

Italy finally opens the clickdays for non-seasonal workers on 16 February and 18 February for Domestic Carers. Furthermore, on these days, the applications for these categories can be submitted online on the official portal of the Italian Interior Ministry. The whole process is being conducted through the 2026 part of the Italian Decreto Flussi.

Click Days โ€“ Key Dates for 2026

Italy uses a โ€œClick Dayโ€ system โ€” a coordinated online application window where employers (or applicants, where applicable) submit work-visa applications through the Interior Ministryโ€™s Sportello Unico Immigrazione โ€“ ALI portal:

The 16 February 2026 click day is designated specifically for non-seasonal employed workers โ€” those hired for long-term or year-round positions in Italy (not limited to agriculture or tourism). On the other hand, 18 February is specifically set for the domestic carers and assistants. Employers submit applications (pre-filled earlier) on that day through the official Ministero dellโ€™Interno portal.

This click-day system works on a first-come, first-served basis. Moreover, applications can technically be submitted throughout 2026 until quotas are completely filled, but early submission on the scheduled click day maximises chances. Quotas may be reallocated after initial dates if unused.

After logging in:

  1. Go to the One-Stop Immigration Desk section.
  2. Select โ€œCompile Applications for the 2026 Flow Decree / Click Day 2026.โ€
  3. Under Application Summary, you will see:
    • The total number of pre-completed applications
    • Only those marked โ€œTo Be Sentโ€
    • The number eligible for submission on that specific click day (based on the model type)

Before 9:00 AM:

  • The status bar shows โ€œNo operations in progressโ€ (displayed in green).

3. Important: Wait Until 9:00 AM

Do not attempt to submit applications before 9:00 AM. This means the system activates the submission function exactly at 9:00 AM.

The portal logs users out after 30 minutes of inactivity. To remain connected, click the โ€œRefresh Pageโ€ button periodically.

4. How to Submit Applications at 9:00 AM

Follow these steps carefully:

Step 1 โ€“ Refresh the Page

  • At exactly 9:00 AM, click โ€œRefresh Page.โ€
  • This activates the โ€œSend Applicationsโ€ button.

Step 2 โ€“ Click Send

  • The Send Applications button turns green.
  • Click it to begin the submission process.

Step 3 โ€“ System Processing

  • The list of applications disappears.
  • A message appears asking you to wait.
  • The status indicator changes to โ€œSendingโ€ฆโ€ (shown in red).

Step 4 โ€“ Wait Patiently

  • Processing may take several minutes.
  • Do not close your browser or computer during this stage.

Step 5 โ€“ Confirmation

  • If successful, the system will display:
    โ€œOperation completed. All applications have been sent successfully.โ€
  • You may then close the page.

Step 6 โ€“ If Submission Fails

  • If even one application fails, the system will notify you.
  • You must click the โ€œSend Applicationsโ€ button again to resubmit.

5. Submission Deadlines on Click Day

  • Applications in โ€œTo Be Sentโ€ status can be submitted from the Click Day section until 8:00 PM on the same day.
  • After 8:00 PM:
    • Applications must be managed through the Search Applications section.
    • Previously submitted applications are also visible there.

6. Receipt & Identification Code

  • Within 48 hours from the start of click day:
    • The application identification number
    • The official submission receipt
      will become available in the system.

7. The Day After Click Day (From 8:00 AM)

Starting at 8:00 AM the following day, you may:

  • Complete applications marked:
    • To Be Validated
    • To Be Completed
  • Finalise applications related to:
    • The same click day model
    • Other 2026 click day categories (if applicable)

From โ€œFill Out Applicationsโ€ Section:

  • Create new applications under the relevant click day model.

Final Deadline for 2026 Applications

All applications under the 2026 Immigration Decree can be prepared and submitted until December 31, 2026

Decreto Flussi 2026-2028

The Italian governmentโ€™s Decreto Flussi 2026โ€“2028 is a multi-year immigration decree that regulates the number of non-EU workers who can enter Italy for work purposes, including non-seasonal employment, seasonal work, domestic care, and self-employment. It was adopted in late 2025 and published in the Official Gazette, setting the annual quotas and application procedures for the coming three years.

Occupations Eligible Under Non-Seasonal Visa

The Decreto Flussi outlines eligible sectors and occupations for non-seasonal hired workers, which generally include:

  • Industrial sectors (manufacturing, metal works)
  • Construction
  • Transport, Logistics & Warehousing
  • Hotel, Catering & Services
  • Trade & Wholesale
  • Health, Social Care & Private Healthcare services
  • Operational support services

Quota Breakdown: Non-Seasonal Workers

For 2026, under the Decreto Flussi:

  • About 76,200 quotas are set aside for non-seasonal employees in industries such as construction, logistics, manufacturing, services, etc.
  • A quota of 13,600 has been set aside for the domestic workers and assistants.
  • Plus around 650 permit categories for self-employment roles (entrepreneurs or specialists).

On the other hand, the seasonal quotas, such as agriculture and tourism, remain separate and are much larger in number. Overall, for 2026 specifically, Italy has allocated a total of approximately 164,850 entries for foreign workers across all categories.

How to Apply?

Pre-fill (Octoberโ€“December 2025): Employers must prepare requests in advance online on the Interior Ministryโ€™s โ€œSportello Unico Immigrazioneโ€ portal with a digital identity (SPID or CIE).

Submit on Click Day: On the scheduled date/time (e.g., 16 Feb for non-seasonal), employers log in and submit the application.

Processing: If successful, an Italian nulla osta (work authorisation) is issued.

Visa Application: The worker then applies for an entry visa with the Italian consulate.

Residence Permit: Upon arrival, a residency permit for work is requested within 8 days.
