Lithuania will grant 24,830 work permits in 2025 to non-EU foreigners. Last week the interior ministry announced new work visas for specialists and skilled and semi-skilled workers. This is a bit less compared with the last years which shows the stability in the local labor market.
What’s new in 2025?
On December 10, Lithuania finalized its 2025 quota for foreign workers at 24,830, targeting newcomers entering the country for employment visas.
The Ministry of Social Security and Labor proposed a reduced quota this year, reflecting the labor market’s current needs. This proposal, supported by the Ministry of the Interior, is part of a broader effort to refine the country’s approach to foreign labor management.
New Rules for Quotas and Employment
In 2024, Lithuania introduced stricter rules for hiring foreign workers from non-EU countries. A revised calculation mechanism now caps the quota for foreign workers at 1.4% of Lithuania’s permanent population, equivalent to approximately 40,000 individuals. This figure represents the maximum number of new foreign employees allowed in the country annually.
The newly announced immigration rules by Lithuania have been implemented finally on 1 July this year and these aim to effectively regulate the flow of migration, with a strict procedure for the employment of citizens of foreign countries.
Key Changes in 2025
Unified Quota: The quota will no longer be divided by specific economic activity sectors.
Post-Quota Employment: Once the quota is filled, employers may still hire foreign workers if:
- They pay at least 1.2 times the national average wage.
- For roles on Lithuania’s list of high-demand, high-value professions, employers must pay at least the national average wage.
