The agreement, signed after four months of negotiations, mandates that visas must be granted within 20 days from the date the applicant visits the consular office. However, applicants must meet all legal requirements, including:
- A valid employment contract
- Health and travel insurance
- Other necessary documentation as required by Portuguese law
Boosting Investment and Economic Growth
Speaking at Palácio das Necessidades in Lisbon, Prime Minister Luís Montenegro emphasized that the protocol is designed to create favorable conditions for investment. It aims to attract both existing businesses and new companies to operate in Portugal, leveraging an efficient and structured labor migration system.
Addressing Labor Shortages
The agreement acknowledges that labor immigration is crucial for Portugal’s economic development. Immigrants play a significant role in industries such as:
- Agriculture
- Fishing
- Construction
- Tourism and services
- Manufacturing and industry

Responsibilities of Business Entities
Companies signing the protocol must adhere to specific obligations, including:
- Providing a valid employment contract;
- Ensuring access to suitable accommodation for workers; and
- Facilitating professional training and Portuguese language learning.
Implementation and Key Stakeholders
The regulations take effect immediately, with individual or group visa requests being accepted starting April 15, 2025. It was signed by various stakeholders, including:
- Employers’ confederations and business associations
- The General Directorate for Consular Affairs and Portuguese Communities (DGACCP)
- The Agency for Integration, Migration, and Asylum (AIMA)
- The Borders and Foreigners Coordination Unit of the Internal Security System (UCFE/SSI)
- The Institute of Employment and Vocational Training (IEFP)
