Third-country nationals applying for Finland’s work permit will have to fulfill a new salary threshold of 1,600 instead of 1,400 in effect from 1 November 2024.
The Finish government announced it on 6 June and also mentioned it could affect hundreds of foreign workers as their chosen field in the labor market might not be able to pay them this salary to apply for the visa. Sectors of agriculture, forestry and fisheries, administration, and support services are likely to be affected by these rules.
The government has also announced that after the implementation date of this new rule, employees with a lower salary threshold (than 1,600) will be denied issuing employment residence permits.
To make amendments to this new law, a decree can be released in the future. This is likely to happen as some seasonal worker jobs do not pay this amount to foreign workers.
“Finland needs labor-based immigration to strengthen labor availability. At the same time, a balance must be ensured where work-based immigration strengthens the public economy. This is what we strive for with the income limit of the employee’s residence permit.”

About 13,000 people applied for the first employee residence permit in 2023, and it was granted to about 10,000 people.
