Most Schengen visa issuing countries

France issued more Schengen visas than any other participating country in 2025, according to the home affairs of the European Union statistics. Spain finished second, while Germany and Italy completed the top four.

Altogether, the countries included in the dataset received 12,201,026 uniform visa applications. They issued approximately 10,392,623 uniform Schengen visas, while another 39,798 limited territorial validity visas, commonly known as LTVs, were granted.

Meanwhile, 1,768,605 uniform visa applications were not approved, producing an overall not-issued rate of approximately 14.5%. More than 5.3 million multiple-entry visas, or MEVs, were issued, representing around 51% of all uniform visas granted.

The four largest issuers—France, Spain, Germany and Italy—collectively issued almost 6.6 million uniform visas, accounting for approximately 63.5% of the Schengen total.

France Remained the Largest Schengen Visa Issuer

France ranked first after issuing approximately 2,659,080 uniform visas from more than 3.1 million applications. It also issued 1,008,875 multiple-entry visas and 5,518 LTVs.

A total of 440,758 French visa applications were not issued, giving France a not-issued rate of 14.2%. France alone accounted for more than one-quarter of all uniform Schengen visas granted during the year.

Spain Took Second Place

Spain issued approximately 1,468,065 uniform visas, placing it comfortably in second position. The country received 1,713,550 applications and did not issue 238,993 of them.

Spain also granted 362,350 multiple-entry visas and 6,492 LTVs. Its overall not-issued rate stood at approximately 13.9%.

Germany Led Multiple-Entry Visa Issuance

Germany ranked third for total uniform visas, issuing approximately 1,294,228 visas from almost 1.5 million applications.

However, Germany was the clear leader for multiple-entry visas. It issued 1,148,527 MEVs, meaning approximately 88.7% of its uniform visas allowed multiple entries. Germany also issued 8,169 LTVs—the highest number recorded in the dataset.

Italy Completed the Top Four

Italy issued approximately 1,177,549 uniform visas after processing more than 1.32 million applications. Its not-issued rate was comparatively moderate at 10.9%.

The country granted 717,585 multiple-entry visas and 5,146 LTVs. Around 60.9% of Italy’s uniform visas were issued for multiple entries.

Netherlands, Greece and Switzerland Formed the Second Group

There was a considerable difference between Italy and the next group of countries. The Netherlands ranked fifth with 612,162 uniform visas, followed by Greece with 602,310 and Switzerland with 538,341.

The Netherlands recorded a not-issued rate of 17.6%, compared with 14.4% for Greece and 12.5% for Switzerland. Switzerland also maintained a strong MEV share, with approximately two-thirds of its uniform visas allowing multiple entries.

Hungary Led the Mid-Sized Issuers

Hungary ranked eighth with 231,235 uniform visas, followed by Austria with 219,468. Belgium and Portugal completed the top 11 with 195,889 and 193,673 visas respectively.

Belgium and Portugal recorded relatively high not-issued rates. Belgium did not issue 25.6% of applications, while Portugal’s rate was 23.4%.

Bulgaria followed with 157,385 visas. Norway, the Czech Republic, Denmark and Sweden each issued between approximately 147,000 and 153,000 uniform visas.

Poland and Finland Stayed Below 100,000

Poland issued 91,528 uniform visas, placing it seventeenth in the ranking. Finland followed with 77,687, while Iceland issued 58,099.

Romania granted 47,771 uniform visas. Lithuania, Croatia and Malta each issued between approximately 33,000 and 36,000 visas.

Malta had the highest not-issued rate in the dataset, at 38.2%. Of its 54,037 applications, 20,655 did not result in the issuance of a uniform visa.

Estonia Issued the Fewest Visas

Latvia issued 16,479 uniform visas, narrowly ahead of Slovakia with 16,060 and Slovenia with 15,428.

Luxembourg granted 11,782 uniform visas, while Estonia finished at the bottom of the ranking with 8,740 visas. Estonia received 11,828 applications and did not issue 2,940 of them, producing a not-issued rate of 24.9%.
