309,852 Passports Issued: Germany Reports Record Rise in Citizenship Approvals

Germany recorded another major increase in citizenship approvals in 2025, with at least 309,852 people receiving a German passport. This is higher than the 291,955 naturalizations recorded in 2024, showing that demand for German citizenship remains strong.

The rise follows major citizenship law changes introduced in mid-2024. These changes made it easier for many foreign residents to apply for German citizenship by allowing multiple citizenships and reducing the standard residence requirement from eight years to five years.

The reported figures are based on data from 14 of Germanyโ€™s 16 federal states. Complete data was still missing from some areas, meaning the final number may be higher.

The increase from 2024 to 2025 was around 6%, much lower than the sharp 46% rise recorded in 2024 compared with the previous year.

Why More People Are Applying for German Citizenship

The main reason for the rise is Germanyโ€™s updated citizenship rules. Since mid-2024, foreign residents have been allowed to keep their original nationality while becoming German citizens.

The shorter residence period has also made citizenship available to more people sooner. Many applicants can now apply after five years of residence instead of waiting eight years.

Possible Rise in Ukrainian Applications

Some local authorities expect another increase in citizenship applications in 2027. Many Ukrainians arrived in Germany after the war began in February 2022, and by spring 2027, many will reach the five-year residence period.

Ukrainian refugees have also had several advantages, including quicker access to employment and full residence status. This may make citizenship an important option for securing long-term legal status in Germany.

In 2024, people from Syria made up the largest group of new German citizens, accounting for around 28% of naturalizations. Turkish citizens were also among the leading groups receiving German citizenship.
