Decreto Flussi 2027 eligible countries include Pakistan, India, Bangladesh, Sri Lanka and the other countries listed below, with Kenya joining from 2027. Together, the countries named in the decree and the October 2026 circular form a list of 39 countries for the relevant migration-cooperation routes, although applicants must also meet the conditions of their particular employment category.
For workers considering Italy, the first step is to check both nationality eligibility and the proposed job category. Being from a listed country does not automatically provide a work permit, and the standard employment process requires an employer in Italy to submit the initial work-authorisation application.

Kenya Joins Programme
Kenya’s inclusion follows a migration and mobility memorandum signed with Italy on 2 July 2026. The government’s circular dated 1 October 2026 confirms that Kenya is included among workers’ countries of origin from 2027. Kenyan applicants must still qualify under the relevant route and complete the required employment and immigration procedures.
Country Eligibility Explained
The country list is particularly relevant to specified non-seasonal employment routes and seasonal recruitment in agriculture and tourism. However, it should not be treated as a nationality restriction covering every category within Decreto Flussi.
Family assistance, self-employment and other reserved categories have separate provisions. Someone whose country is absent from the table should therefore check the exact route before assuming they cannot qualify. Further countries may also become eligible through migration-cooperation agreements entering into force during the programme.
For 2027, the decree provides 25,000 non-seasonal places shared across the countries expressly listed in Article 6(2)(a). This is a combined allocation, rather than 25,000 places for Pakistan, India or each other country individually. A separate provision allocates 26,000 non-seasonal places to nationals of countries whose migration-cooperation agreements enter into force during the three-year programme. These allocations sit within the overall quotas.
Quotas For 2027
Decreto Flussi is Italy’s system for admitting non-EU workers under specified employment categories and annual entry limits. For 2027, the authorised total is 165,850 entries, divided as follows.
| Work category | 2027 Quotas |
| Non-seasonal employment | 76,200 |
| Seasonal agriculture and tourism | 89,000 |
| Self-employment | 650 |
| Total | 165,850 |
The non-seasonal allocation includes 14,000 family-assistance places. These figures are admission ceilings, rather than confirmed vacancies or visas already issued.
Within the seasonal allocation, there are priority reservations of 47,000 agricultural places and 14,000 tourism places for applications submitted through specified employer organisations. Another 6,000 places are reserved for qualifying multi-year seasonal authorisations involving workers who entered Italy for seasonal employment at least once in the previous five years. These reservations form part of the 89,000 seasonal total.
Work Visa Categories
The programme covers several work routes, so employers must select the category that matches the actual employment offered.
| Route | Work covered |
| Seasonal agriculture | Qualifying agricultural employment of a seasonal nature |
| Seasonal tourism | Qualifying seasonal tourism and hospitality employment |
| Non-seasonal employment | Employment in designated sectors, including construction, manufacturing, trade, transport, logistics and other permitted activities |
| Family assistance | Qualifying employment providing assistance within households |
| Self-employment | Specified independent professional, business and other qualifying activities |
Self-employment has its own requirements and is not a general alternative for anyone without an employer. The decree identifies categories including qualifying entrepreneurs, professionals, company officeholders, recognised artists and innovative start-up founders.
Clickdays For 2027
The four employment clickdays open at 9:00 a.m. Italian local time, with a different date for each category.
| Clickday | Employment category | Application form |
| 12 January 2027 | Seasonal agriculture | C-Stag agricolo |
| 9 February 2027 | Seasonal tourism | C-Stag turistico |
| 16 February 2027 | Non-seasonal employment | B2020 |
| 18 February 2027 | Family assistance | A-bis in quota |
Applications may continue until 31 December 2027, provided the relevant quota remains available. The four dates above concern the specified employment categories; self-employment follows separate procedures.
Preparation Opens Earlier
Employers can prepare their applications before the clickdays through the Interior Ministry’s ALI portal.
| Preparation stage | Italian local date and time |
| Pre-filling opens | 23 October 2026, 9:00 a.m. |
| Initial preparation closes | 7 December 2026, 8:00 p.m. |
| Limited reopening begins | 9 December 2026, 9:00 a.m. |
| Limited reopening ends | 13 December 2026, 8:00 p.m. |
The December reopening allows existing applications to be completed, corrected and saved; new applications cannot be started during that period. Preparing a form does not reserve a quota place.
How To Apply
For the standard employment routes, the process begins with an employer in Italy.
- Obtain a qualifying offer. The employer checks the worker’s eligibility and selects the appropriate employment route.
- Prepare the request. The employer or authorised representative completes the work-authorisation application through the official ALI portal.
- Check readiness. Complete the required information and ensure the application shows “DA INVIARE”, meaning ready to send.
- Submit the application. Transmit it when the relevant category opens.
- Await work authorisation. The authorities assess the request and may issue a nulla osta, subject to the required checks and quota availability.
- Apply for the visa. The worker then applies through the responsible Italian embassy or consulate.
- Complete arrival formalities. After entering Italy, complete the required residence-contract and residence-permit procedures.
A nulla osta is work authorisation, rather than an entry visa, and submitting an application does not guarantee approval.
After Visa Checks
The October circular also highlights two deadlines. Employers must confirm the work-authorisation request within 15 days of notification that visa checks have concluded. After the worker enters Italy, the residence contract must be signed and transmitted electronically within 15 days of entry. Employers and workers should therefore remain in contact throughout the process.
